CIBSE Low Carbon Energy Assessors provide Energy Performance Certificates (EPC's) which are required by law for every commercial building when it is constructed, sold or let. This certificate will set out the property's energy efficiency grade.

An Energy Performance Certificate sets out the energy efficiency grade of a commercial building. EPCs are required when a commercial building over 50 sq. metres is built, sold or rented. There are two grades of buildings under the EPC requirements which relate to the complexity of the building being assessed and will affect the type of EPC assessor you will need:
- A simple building is one having "frequently occurring characteristics" such as heating systems, simple natural ventilation and small comfort cooling systems. These buildings are commonly going to be assessed by a Level 3 assessor using SBEM (Simplified Building Energy Model).
- A complex building is one having advanced features which can be calculated using SBEM or DSM (Dynamic Simulation Model) by a level 4 or 5 assessor respectively. A level 4 assessor using SBEM is expected to have experience of buildings in the commercial sector, which may have both fabric and services installations that are not found in domestic buildings, ie any HVAC systems.
CIBSE Low Carbon Energy Assessors (LCEA) have been accredited by CIBSE Certification which is a wholly owned subsidiary of The Chartered Institution of Building Services Engineers which tests their competence and "only accepts the highest calibre of individuals onto its register"

All LCEAs will be able to provide basic, low cost, energy certification which is available from other energy assessors, but LCEA''s can also provide a higher quality service offering additional value. A higher quality certification might include:-
- A full survey of your building
- A detailed examination of system components
- A full recommendations or advisory report, customised to be appropriate for your building
- Full costing of the measure in a report
- A full implementation plan
